InfluenceMap’s latest research reveals how companies such as BASF and Bayer are lobbying extensively and negatively on US & EU biodiversity-related policies. The analysis which covers European chemicals companies involved with the Nature Action 100 and/or PRI Spring investor initiatives shows that all five assessed companies are members of large sector-specific industry associations that are actively opposing biodiversity policies, such as the European Chemical Industry Council (Cefic).
Industry efforts appear to have been successful, repeating narratives raising economic and competitiveness concerns to push back on stronger chemical regulations.
InfluenceMap finds that the industry has targeted:
- The Registration, Evaluation and Restriction of Chemicals (REACH) Regulation: Cefic alone has directly engaged with REACH on over 40 occasions since 2021. Despite the announcement of a REACH revision in its 2025 Chemicals Industry Action Plan, the European Commission is yet to set a proposal date.
- The Sustainable Use of Pesticides Directive (SUD): Plans to replace the SUD and set legally binding targets to reduce pesticide use were scrapped in 2024. The European Parliament's rejection of the proposal repeated oppositional industry narratives.
- Proposed PFAS restrictions (also known as “forever chemicals”): Industry has repeatedly cited competitiveness concerns to challenge EU & US regulations targeting PFAS. A new consultation on a universal PFAS restriction opened in March 2026, which InfluenceMap expects to spark renewed oppositional engagement from the sector.
These findings come at a critical moment. Yesterday, the EU Parliament’s environment committee voted on the compromise texts for the chemicals omnibus, which could result in weakening of protections for both the environment and human health.
